(AURN) -- Congressman Bobby Scott-D/VA says a competitive health insurance exchange is a win-win as it drives health insurance costs down. 

(AURN) -- Open enrollment for the Healthcare Marketplace has begun.  Those who sign up within that time will begin receiving benefits early as January 1, 2014.

The Marketplace will tell you whether you qualify for Medicaid or the Children’s Health Insurance Program (CHIP). If you qualify for Medicaid or CHIP, your coverage can begin immediately.

You can apply for Marketplace coverage three ways: online or, by mail, or in-person with the help of a Navigator or other qualified helper.
